How to get my bird to let me pet her and become more playful?

I have a green cheek that's 9 o 10 months old and she isn't playful and doesn't like to be petted. I want her to like to play with me and want me to pet her. Do you have any tips to help me? When I pet her back, sometimes she lets me and other times she turns and bites me. She doesn't like me to touch her wings, but sometimes when I'm trying to get her to step up if she's refusing I will pet her belly until she bites me or steps up.
