What were the brown bugs crawling on my clothes?

Okay, so today I was at band practice and suddenly my arm started itching like crazy and i looked at it and all these light brown bugs were crawling on it and on my clothes! They hadn't been there before and I keep wiping them off but no matter what they kept coming back. They were really small, not bed bugs or fleas or anything like that. They had wings but didn't really fly they just crawled on my shirt. They were really itchy but I don't think they were biting me. Nobody else was getting the bugs on them, just me. if somebody could tell me what they were it would really help. Thanks in advance
