My front brakes on my honda foreman has no pressure at all?

my 2002 honda foreman rubicon 500 that I just bought has no pressure at all on the front and very little in the back. I tightened up the wing nuts all the way but still no brakes in the back, is it the pads or fluid? I have no clue
