How do I get my boyfriend to kiss me?

Ok so we are both 13 and we first went out last summer and had talked about kissing and stuff and then the next morning we woke up n we were talkin on fb. N we typed the same thing at the same time " I dreamed of us kissing" n I think he said too that he was scared that he was gonna ruin our first kiss then he broke up with me because he said we needed to focus on school for seventh grade because that determines if we could get into a good high school I was completely okay with it so then around November he asked me out n he broke up with me again during winter break because we didn't see each other much, we weren't in the same class, and he didn't know if I liked someone else so then he asked me out again at the end of march and so my birthday was going to be in about two weeks of that day so he tells me that he doesn't know why he broke up with me n that he doesn't want to lose me again so he told me that for my birthday he was gonna give me money n I'm lik no don't give me that n he's lik why I'm lik I don't want money n he's lik well what do you want n I'm lik Ummm a kiss... N he's lik oh, aw **** n I'm lik you know what nvm forget it, it was a stupid idea n he's lik waaaaaaaaaiiiiittt n I'm lik what? N he's lik I'm sry I'm lik it's okay I don't wanna force you into doing something you don't want to do n then we changed the subject but like ever since the first time we went out so lik my question is, is he like not ready or he doesn't want to? And what should I do??? I really want to kiss him lol sorry if it's so long but I need help
